The Bureau of Health Systems Development (HSD) supports a variety of programs and services meant to improve access to high quality primary health care, particularly for the uninsured and other vulnerable populations.

HSD was established in 1995 and is the Primary Care Office for the state of Arizona. The Bureau of Health Systems Development houses the Arizona Health Disparities Center and the Cancer Prevention and Control Programs and focuses on improving access to primary health care through workforce recruitment and retention programs, health professional shortage area (HPSA) and medical underserved area/population (MUA/P) designations and community development programs.
